Sam, are you talking PWBs or PWAs?
Either way I would hope that there isn't any significant amount of
trapped moisture in the boards.  If boards are baked at 225F for 2-4
hours before being vacuum sealed, there should'nt be any problems with
moisture.  I would add a bag of dessicant and a humidity card to the
packaging just for good measure.
