The source of the requirement for extractive testing was MIL-P-28809
(now obsolete) which in turn referenced testing done by the Navy in
Crane, Indiana.  The odd units used in MIL-STD-2000A are a pure
metrification of the requirements of 28809A.  The difference between 10
micrograms/in^2 and the more commonly thought of 14 units/in^2 have to
do with correction factors applied in MIL-P-28809A to recognize the more
aggressive extraction by new (at the time of 28809A's release in 1981)
automated cleanliness testers.  I would note that the heated testers
used today extract even more aggressively but this effect is only seen
by comparing PWA data (not a NaCl control).
