QQ-S-571 was authored by US Gov. and administered by Hugh Russell out of
Defense Supply Center.  Note that the QQ-S-571 and its associated QPL
were cancelled (without supercession) ~6/15/95.  For internal
procurement, DoD users were directed to IPCs ANSI/J-STD-004 (liquid
flux), 005 (solder paste) and 006 (solder alloys/wire/preforms).
