Hi,

As with most of you I do not have time to attend all of the specification and
technical meeting at the IPC conferences and depend on the Proceedings to
keep me  informed.  But in looking at my proceeding, I see  many, many, many
 Titles with "NO PAPER SUBMITTED".  I also look at the SMI Conference and do
not see any of missing papers.  I suggest that the committtee in charge of
getting the papers in and in the proceedings did not enforce the rules or
maybe did not have any rules.  It looks like we are reverting back to the old
days when copies of paper were optional.  I hope this does not continue.
