Lainie,
We require panelized boards to meet the same requirements as regular
boards.
No we do not check each board.  In fact we do not even check a board
from each lot.  The main thing we have done is qualify and buy from
quality board shops.

When we do measure for flatness we just use a good flat marble surface
(or any other surface you know is flat) and thickness pins.  It doesn't
get much cheaper than that.

I do not understand what you mean by coupons.  Usually one tests for
flatness across the diagonal of the board and no coupon would help with
this.
