Lars,
        When working with a different military standard and a Japanese
manufacturer, there was a clause in the document that stated if the product
wasn't produced in the U.S., then it must be tested by a certified test lab
within the U.S. and the test lab would submit the qualification reports on the
foreign company's behalf.  Certified meant by the military.  Of course, that
might have changed since the mil specs are in a state of flux, but maybe you
should give DSCC a call.  They're pretty helpful and informative.  Here's
their web site with all sorts of useful information.
