Brian,
The IPC does not have an ESD specification per se, but does have ESD
provisions in various documents.  In general, the ESD committee felt that
there were some acceptable documents available in the industry without our
need to re-invent the wheel.  I would recommend the ESD handling portions
found in EIA-625.  This is the same recommendation we have made to other IPC
committees looking for specifications on ESD handling.
