There is a testlab associated with the University of Ghent, Belgium that has
the capability to measure various aspects of materials and transmission lines
for very high frequencies (over 30GHz). Although I am not related to the
laboratory or to the university I know enough of their capablities and
expertise that they could provide you with such a service.

Anyway, the person to contact is the head of the laboratory prof. Luc Martens.
