Vickie, i have not seen any charging of PWB's like you have.
Most of our boards are solder masked and have lots of traces running around,
plus ground/voltage planes.i tried to charge a bare board and couldn't do it.
Maybe you need low fat butter coat on your boards. If you have large unused
surfaces on the board there might be an opporitnuity for charging. Perhaps
the field charge you saw was from the person holding the field meter instead
of the charge on the PWB. We have ionizers on our line so that if there is a
charge
it is dissipated. During and after soldering there is so much flux around the
board is too "wet" to charge.
