Looking at similar slash sheets, when the "As Received" specification value
was not listed, it wasn't required to test for it to meet the specification.
Only the stress conditions listed.  You may want to for process control
purposes, and in that case, I would use the same value as after thermal
stress.

P.S.  Don't forget that Mil-S-13949H has been slated inactive for new designs.
