Bill,

We rarely (if ever) receive resistors in ESD packaging, nor do we
transfer them to ESD storage containers for stock.  However, since we
handing ESD-sensitive parts, our protocol is:  all parts pulled for kits
are ESD-repackaged, then placed in conductive bins for transport to the
manufacturing floor.

We reason that if we eliminate opportunities for charge development --
by eliminating non-ESD packaging, for instance -- then we've improved
our situation, whether-or-not the individual part is vulnerable to ESD
or not.
