According to IPC-SM-782, the pad size for a PQFP_100 is:
X = min 0.25 / max 0.45
Y = 1.80
So, I would make it 0.35 X 1.80.

What is the recommended pad size for a PQFP_100.  There seems to be a bit
of confusion in out cad department.  The device spec sheet has the leads
0.80mm +/- 0.15mm by 0.22mm thru 0.36mm.  Thank you!
