Gloria,
        My answer to whether ESD footwear and straps need be used together is
an emphatic yes. Our entire factory floor is ESD safe but you cannot
depend on a worker seated at a bench to keep thier feet on the floor. A
wrist strap is required at benches. I suggest taking a walk through your
factory and look at the feet of the seated workers. This should convince
you.
        As to the frequency of testing footstraps, shoes, wriststraps, ect.. It
all depends on the confidence level you want. A daily testing regiment
does as much to assure the individual remembers to "suit up" in the
morning as it does to assure the equipment is functional.
