Hi:

The problem may well start before the development step. I suggest you check
your pre-cleaning steps. Anything reain on the surface?  In the exposre step
I would check if the artwork damaged or poorly defined. To what step are you
exposing?

If these steps check out ok, it might be developer strength or temperature or
both. Finally it might be track damage from the conveyors.

These are but some of the most common problem areas that lead to mouse bites.

If you are using Dry film, how old is the resist and under what storage
conditions was it kept? There might be some cold flow and thinning out of the
resist that could accerbate the above problems.
