a 2 to 3 turn RF transformer will do the job nicely
possible sources for a SMT type would be M/Acom, Mini-circuits, Track
Microwave, Synergy etc

Subject:  [TECHNET] DES  Matching impedance DUT and Tester




     Greetings,

     I have a stripline board construction at 75 ohm.  The DUT has an
     input impedance of 25 ohm.  How can I match the impedances?  Is
     there some circuit to design into the board that I can use to do
     that?  References would be great too.

     Any help would be greatly appreciated.
