Dear Albert:

To save time, I would forward you to the TECHNET ARCHIVES and a response
written by Paul Galatis (Electrochemicals) on July 1, 1997, titled
"Mousebites/divots".  To summarize, Paul suggested you investigate:

1. copper plating, and assure you are not supersaturating the copper
bath with air (CO2 to be more precise); and/or

2.  the developer, specifically the developing solution, which if not
properly controlled may result in underdeveloping or an exaggerated
resist "foot".

Both conditionsh will inhibit copper plating and may result in
"mousebites/divots".
