Our experience with dish-downs (half-spheric holes) on the edges of tracks is that they can be due to either problems in the developer or in the plating line.
If there is surface(basis)-copper in the dish-downs, I would look at the developer. 
If the dish-downs goes all the way to the laminate, I would look at the plating line.

Dish downs from the developing-process could be due to either to overdosing of antifoam or to poor replenishment of developer-solution. 
If the replenishment in the developer is to low the dish-downs location will most likely be more or less regular due to the structure of the laminate. Increase the replenishment.
If the dish-down are due to overdosing of antifoam decrease dosing if possible. If not try acid-rinse before drying in the developer and/or maybe increase the microetch rate in the plating line.

Dear Sirs,

First of all, let me introduce my company and myself.
We are a pcb manufacturing company, called "CIPSA", and I am the Quality
Manager. We are a company of 50 people and we produce pth pcb's and we are
beginning to produce multilayers pcb's.
The reason why I would like to put in contact with your organisation is
because, lastly, we are having problems in the developing department. From
time to time, we find out that a lot of tracks in the pcb are damaged or
etched, doing like a little half-spheric hole. It occurs specially in the
perimetre zone of the track.
We think that it can be caused because of possibles products of developing
such as anti-espumants ("anti-bouble"?) or others products, that remains on
the board, because the rinse of our Schmid developing is not effective.
Could you tell us if we are right ??
Is there another possibility ??
