What you're recommending sounds a lot like a design known as "Dual
stripline." This design offers the best of both controlled impedance for
superior electrical performance and a balanced construction for stable
warp-free boards. It looks like the following:

                        Ground Plane
                        Signal/logic
                        Signal/logic
                        Voltage Plane
                        Ground Plane
                        Signal/logic
                        Signal/logic
                        Voltage Plane
                        Ground Plane
                            ect.
                            ect.

Reducing the dielectric spacing between the counterposing voltage and
ground planes offers an improved capacitive decoupling effect.

The only downside to the dual stripline construction is that it may
require one or more added reference planes. The designer must then
determine if the superior performance is worth the added cost.
