Multiline makes a drill x-ray / optimizer that x-rays each panel and drills a
unique set of tooling holes based on the position of four inner-layer
targets.

This system has the advantage that it drills tooling holes that are specific
to each panel rather than choosing the best fit offset based on a small
sample of panels.
