A fellow Techneter replied:

The current replacement performance specs for MIL-P-55110  are:
                     MIL-PRF-31032&31032/1  and ANSI/IPC-RB-276
            working draft replacement perf spec's are:
                      IPC-6011 & IPC-6012

The IPC-6011 and IPC-6012, have been released for quite some time and are
currently available through IPC.
