I saw a nice kit from Heraeus once, which included a hand-held torque measuring
device and a number of bits to fit SMD devices. I dunno where there are located
in the US, but you should be able to locate them via Nepcon catalogue or other
usual source.
A simple pull off tester can be made from a spring balance with a high-load
marker and a bit of ingenuity.

Excuse poor ASCII art! Make an 'L' shaped device (double lines above), attach
to spring balance, pull SMD off, take measurement on balance. Perhaps a bit
crude, but OK when making comparative tests of SMD adhesives, testing
consistency of batches or evaluating cure schedules.
When evaluating adhesives, do not underestimate the value of the Bristish
Standard Drop test. Take boards with components loaded on adhesives cured to
manufacturers' specs, drop on hard floor (all from same height), count
components which have come off, draw conclusion.
If you need one test, torque is perhaps best.
