You asked, "Peter, who are these 'CAD operators' who can't design?"
They were, many years back, the newly graduated people with CS degree that
the Bean Counters hired to replace the "seasoned designers"...more cost
effective...Ya..right!!! Most of them didn't know what a schematic was,
let alone read one.. We subcontracted a lot of surfaces out during peak
workloads and got burned!!! Finally, we threatened to pull all of our
work out if "operators" were used on our designs. Worked!! Since this
was several years ago, I don't know if it still prevalent in the field.
