need a good way to plug vias for a cavity design.  the plugged vias have
to hold up to desmear and PTH chemistries.  the vias are small.....about 4
mils....and we can't have any bleed on one side because the wire bond pads
are about 3 mils from the vias.   been a struggle here....someone must
have a better way.
