A bit late in replyiny to this thread but I had 500+ messages when I
     got back from holiday!!

     Many people apply legend after HASL because a:their legend artwork
     requires printing over a pad or b: more often, the clearance around
     pads is too tight to be able to guarantee no legend will get on the
     pads.

     We provide a photoimageable legend ink which eliminates the second of
     these reasons and enables the legend operation to be carried out
     before HASL with complete confidence.

     The benefits of legend before HASL are:-

     no flux residues to affect adhesion
     no bowed or twisted boards to print
     no solder "icicles" to rip screens
     combined legend and LPI cure saves time.
     photoimageable legend makes for greater legibility and/or finer
     lettering.
