The first thing to do is require "net list test".
Then call out shorts less than 1M between adjacent traces which
are electrically isolated by design.
Also opens more than 10 ohms between points which are electrically
common by design.
You may also want hy-pot per Std 202 method 301 at 500V dc
for 5 secs.  (this is option)
Of course if your board is an impedance type board, call this out.
