Your example of lead lenght exposed is a good one.  I also wrote
a specification which required lead extension of .010" to .035".
I needed the .035" length for space reasons and the .010' min.
because "I" wanted to see the lead.  In other words, the "customer'
is always right" (most of the time).  He may have his reasons and
perhaps the Std was written for the masses.
