Frosty board edges.

Technetters,

We are looking for guidelines as to whether frosting near the edges of
boards is considered a defect as a result of the board being too close to
the edge of the panel on 4 layer PCBS.

In particular we are looking for the specific section of IPC standards that
would refer to this type of effect.
