Simple answer: Yes alkaline etch can be used for fine lines (Sub. 4 mil).
 I've manufactured plenty of high volume designs with alk. etch that were 4&5
mil lines, and have built other products with 2 mil lines.

With that said, it is true that for innerlayers cupric etch can be more
controllable for mixed copper designs, and for that reason is usually used
for inners.

I think that it is important that you understand all the variables that
influence fine line etching, and make a decision based on what is best for
your facility, but if you're looking to just do 6&6 than alk. etch is just
fine.

Remember, there are plenty of people etching boards in 5 gal buckets.
 Building a circuit board isn't brain surgery, we just like to think it is
sometimes!
