What a great idea.  This is not commonly done, as most oxide chemistry is
reasonably stable to changes in concentration, and further, the concentration
changes are usually small, presuming low drag out.

However, using ORP to monitor/control the Chlorate content, is obvious, and
should be a slam dunk.

The alkaline component is also an obvious shot for control by conductivity.
  Conductivity is real good for control of solutions with a low alkalinity,
but not so low that the pH is below 12.  Oxide chemistry is perfect for this.
 Rosemount Analytical makes a  good conductivity controller, they are based
in Irvine California.
