Oxidation Arrest Paper is also known as Corrosion Control Adsorber Patches. 
They are maunufactured by 3M and info is available through Layton Marketing in 
St Paul, tel 1 800 597 0227 or 612 490 5000. Also http://www.laytonmkt.com.

They work by adsorbing the contaminants in air such as sulphur dioxide which 
promote corrosion. They are not dessicants, although there is a hybrid product 
which uses both ideas. They are used by placing the components to be protected 
in a sealed bag or box with a piece of the paper, which then adsorbs the 
contaminants which cause corrosion. Protection can last up to two years. The 
same concept is used to protect your silver cutlery.

Some work was done by the EMPF some years ago, and there was an article 
written by me in the UK magazine _Electronic Production_, June 1990 entitled 
"Preserving Solderability" which gives all the references.
