Bellcore has SIR testing requirements for inner
layer processing which is done on comb patterns
which are to represent the process and are tested
monthly, weekly or less depending upon the "baby
bell" the board shop is dealing with in contracts.

We do this type testing for several people.  It not
only involves inner layers, but each combination of
soldermask/surface finish as well as cleanliness
prior to solder mask application.

This is detailed in the TSY 78 type spec
