Vapor honing was a technique used back in the early seventies desmear holes.
We had problems with the panels growing.  It caused great headaches in imaging.
It was not used, to my knowledge, for surface preparation.

Perhaps you refer to a jet pumice scrubber?  
There are several systems out there for that process.  I've never used one.  
I've been told the orfices that send the slurry toward the panels tend to wear out
rather quickly.  

We use an IS Pumex scrubber and consider it the very finest system
out there for preparation prior to LPI soldermask application.
