          It matters not to us what size the "dots" are for a via
          plugger artwork.  They will be adjusted in size by the CAM
          department.  I guess what would be easiest for the designer
          would be to keep them the same size as the via pad.  The via
          plugging that we do is performed after the solder level
          operation from one side (typically the solder side).  An
          overlap is created between the plugger dots and the LPI mask
          surrounding the via hole which is large enough to accomadate
          any misregistration.
