When specifying "Tented Vias" in a design is it proper or desired to add a
note to the Fabrication drawing that states that there are "Tented Vias"
utilized in the design. I realize that it should be without question if
there is no pad on the soldermask A/W then the intent is to utilize "Tented
Vias". This to me seems to be asking for questions in the upfront PCB
engineering check if the majority of a companies designs do not employ
"Tented Vias". I also realize that IPC-A-600 deals with this but how do I
stop confusion or am I just being to careful. 

Any and all responses welcome this is becoming an issue here
