I believe it is most common to silkscreen legend after HASL.  Most legend
inks cannot withstand the thermal excursion without yellowing.   There is one
ink however, that will neither yellow nor pop off during HASL, and that is
made by Haven. 

I have run across one manufacturer that is applying legend before HASL using
this ink.  You would have to do tests to determine if this would work in your
facility.
