Brian, 

This is not an IPC document. This is a training manual I wrote a few years ago to help board shops utilize SPC in a practical and effective manner. The cost is $75.00 a copy plus shipping. A little history about the manual-

Several years ago when SPC was "the thing" in manufacturing operations,  I attending several SPC training courses. Most of which were based on the Demming approach. 
Once I had learned the basics and completed the courses, I rushed back to the plant and tried to implement SPC on everything based on the text books. Sound familiar.. Anyway, what I ended up with was a bunch of charts showing everything out of control and no one with any answers as to how to control them. Needless to say this became very frustrating 
very quickly. 

After a year or so of trying to apply "the rules" to PCB manufacturing processes I starting realizing that the text book approach was not designed for processes with so many variables.
Especially in processes where the critical elements varied with production quantities. Since production quantities was something that really could not be controlled in a small to medium size shop, I concluded that how I had been taught to apply SPC wouldn't work with the way we were doing things. So, I developed my own approach. I still apply the basic formulas as those can not change. What is different is how and what I monitor.  In addition, as a training manual for PCB manufacturing, I do not use examples such as widgets. The examples used in the text are directly relating to board manufacturing. This keeps the class interested. 
With the manual I include sample charts, class exercises, Published articles on SPC that I have written, and recommendations for class instruction.
