Paul,

We will contact you off-line - we can offer a UV curable water soluble mask, 
but haven't tried it for HASL, only wave solder. If you are willing to work 
with us, maybe we can optimise its parameters for HASL (thickness, water wash 
temps, rheology for screening, etc.)
