You are right , Glenn
Making a 2113 (or 2313) prepreg is no problem and it works fine as a prepreg 
BUT it makes a really awful laminate for the reasons you have stated.

     I'd be careful requiring 2113 or 2313.  If I remember right, and
please somebody correct me if I'm wrong, these two styles have unbalanced
weaves.  The filament weight in one direction is heavier than in the other 
(in

addition to the fiber count difference).  This has made it harder to run
through a treater, more broken filaments from weaving and impregnating
(results in etching problems), uneven movement for dimensional stability, 
and
different surface profiles in grain and fill.
     From the weavers end, I think it was being phased out and replaced by
a balanced weave, although I don't remember the number.
