Reliability Evaluation
Reliability, in the DOD sense, is described by two separate specifiations.
The first, Mil-R-22973, (obsolete and hard to find) defines the statistical
criteria for identifying through test (called an Index Determination) the
inherent MTBF of the item.  The second, Mil-Std-781 (now Mil-HDBK) provides
a series of reliability sample tests with alternate levels of
customer/producer decision risks.  Note, 781 presumes that a valid Index
Determination has been previously conducted, or that the true MTBF is known
from other means.  I know of no private sector or Industry equivalent to
