The buried capacitance material is nothing more than very thin
laminate.  However, you should be licensed by Zycon to use this
process I am told.  The buried resistive material is a purchased material
form a company I forgot the name of.  If you are being asked to use
both techniques on the same board, you may have been asked by
a certain modem maker in Illinois.
The resistive material used to be available in only small sheets and
used to be expensive. The process of etching the resistance values
has to be controlled closely.
Ths is not a complete answer and I'm sure you will be getting better
information from the technetters soon.
