I have been building boards for over 25 years and have seen the swing
up in technology.  The first thing to know is the length and the width of
the finished board.  Even if it is small (4" x 4") or something like that,
you will get a yield of about 10% on a board like this.  Not too many
shops can even talk to you about this and you will probably wind up in
Japan. I have seen a new board which is used in a video camera which
was the toughest I have seen and was done by build-up, but not that many  
layers and not with buried resistors.  Good luck if you want to spend a lot
of money.
Many people will probably tell you the 2 mils is not possible, but it is.
