Todd, there isn't such a document yet but we would be interested and 
developing an industry standard for this.  We are starting a similar 
effort for the assembly side of thing, and hope to have a meeting this 
summer to lay out the draft.  I would be interested in hearing from any 
participants that would be interested in developing a standardized list 
of defects for the PCB or for PCA.  Please email to me privately instead 
of thru Technet.
