Hi Technet

I am searching a publication. Don't ask me who wrote it and when, I just
know, it was published in the IEEE Transactions of Components, Hybrids and
Manufacturing Technology. The article was about some folks who measured the
lead stiffness of some leaded components. Gull Wing and J-lead as much as I
remember. I do not refer to the work of Kotlowitz which is theoretically
based but to actual measurements. Does somebody know the reference of this
paper or does somebody have data available?
