This spec states that haloing is rejectable if the haloing exceeds more
than 50% of the distance from the edge of the board to trace. We have
imported PCBs from Singapore on FR4 .031" material that have been
punched on a blanking die. There are several places where the traces
come within .015" of the edge of the card. We can see what appears to be
haloing all around the outline of the card. How can we determine if
these parts definitely fail to meet IPC-A-600E. Are there any labs or
organizations that can render a ruling.
