CTI is a rating which relates to the amount of time that some kind
of chemical breaks down the laminate or something like that.
Anyway, all laminate makers now have the CTI rating on their UL
cards which is available from them.  
I think European OEM's needed this rating as well as the UL rating
on PCB's for some reason.  I have only seen one company in the
U.S. requiring this info. on their raw boards.  (Name of company 
given upon request.)
I used to know a lot about this subject but forgot. Also, it was not too
long ago that the U.S. makers of laminate did not know a thing about 
this.  That goes for UL also.
