The lead length may also depend on whether or not you have room in
the box or other space constraints.  In other words, will the lead extension
touch anything else.  In my experience, most machines should be able to
insert, cut and clinch in either direction to .035 to .045 max measured
from the board surface after the angle of about 45 degrees is made.  However,
.010 inches is enough to satisfy good solder joint if you can see the end of
the lead.  Cut and clinch to .035 inches is not that easy as a lot of old 
machines are rigged to do .060 inch.
