Dave,
This figure is for an inert atmosphere - under e.g. flux it will be different
e.g. Klein Wassink in "Soldering in electronics" shows figures between 0.41 and
0.33 N/m for solder under colophony flux with activations between 0 and 1%
respectively!
In our own experiments we measured a value of 0.426 N/m for multicore NA
colophony at 235C (D.C.Whalley & P.P.Conway "The globule block wetting
balance test",
