In the PCB industry 'TCE' stands for 'Thermal Coefficient of Expansion' not any particular substance.

	       The only compound I can think of that might be referred to as TCE is 
trichloroethylene, which is used for solvent extraction in many industries. It is a solvent for 
fats, resins, oils, waxes, rubber, paints, and varnishes. It is a solvent for cellulose esters and 
ethers.  It has not been used in the Printed Circuit Board (PCB) Manufacturing industry for 
many years (at least 15).  If TCE refers to some other substance, please let me know what it is, 
and I'll try and help you with a "where-used" list (from my perspective in the Printed Circuit 
Board industry).

In the health industry, it is used in the manufacture of organic chemicals, pharmaceuticals, 
such as chloroacetic acid.  I'm not sure what this means, but Merck lists the following:
THERAP CAT:  Analgesic (inhalation).
THERAP CAT (VET):  Inhalant anesthetic.

My source of information (other than past experience) is The Tenth Edition of The Merck Index 

I took the liberty to post this to the IPC TechNet speculating that someone may be able to give 
you a more direct answer.
