I had the same problem; the easy solution for us was to re-create the
artwork from scratch.  It takes a good PWB design guy only a couple of
hours.  That, said, we have purchased the boards and artwork from IPC in the
past.  The reason for "copying" the IPC design was as part of our own
specific purpose test coupon.  If one does this, they are of course bound to
act ethically, and not distribute it.
