Visual inspection usually can't tell you for certain if a trace is
connected to the pad or not. I suggest obtaining a copy of the
schematic to be absolutely certain. If the pad is indeed a dummy pad,
then it depends upon your customers acceptance criteria. If they
require a pad to be there, many companies supply pad and trace repair
kits, such as CER-KIT which is commonly available through any
electronics manufacturing supply company. I hope this helps.

We have a pad missing, but there is no evidence of a trace leading from
this missing pad. Is this acceptable?
